Watch the cooling on the 5V rectifier & transformer when you run it at high current.

I at least made you try several times first to clear the solder bridges. Next time to help you improve your soldering skills I may wait until the next week before I tackle they myself :D

For a project like this, using automotive grade parts would be a must due to voltage, electrical noise, temp, & vibrations if you want to do it right.

Just so people are aware if they might have a need for a project, I now have a Proxxon Thermocut tabletop hot wire cutter for use on foam & thermal plastics. I'm using it for cutting the anti-static IC tubing mostly, but can bring it in when people need for any projects. http://www.proxxontools....

Once you have a better idea of volts & amps, then look at using a buck/switching regulator for higher efficiency and current. There are some 30V in 100+W 12A 95% adjustable regulators available on eBay for around $10 if those fit the bill.

The reason the solar panel voltage slowly climbs is the charger circuit is wanting to draw more power then the panels are supplying in order to feed the batteries.
